Situation:
Vulnerability describes an opening created by the climate, the temporary conditions in our environment that endanger our position. Vulnerability arises specifically from our position's dependence on our environment. We depend on our environment for our resources. Vulnerabilities weaken our ability to control our resources. Just as our environment contains resources, it also contains threats to those resources. These threats are the potential fuel for the problems, called fire storms, that can erupt and endanger our position.

Situation:
Once we have successfully claimed a valuable position, we must protect it against environmental threats. Environmental fuel can be sparked by chance, accident, or intentionally into fire storms that can undermine our position. To defend our position, we must defend all the points at which we are vulnerable to these threats. Enmity and vulnerability arise from changes of conditions in the environment (9.1 Climate Vulnerability ). Vulnerability doesn't threaten a position as much as it threatens the resources on which a position depends. The danger is that many of us don't identify the resources on which we are dependent. If we don't consciously know our dependencies, we will almost certainly fail to see the dangers that threaten them before they arise.
